1) To the extent possible, costs are aligned with NREL guidance (2015).
2) Individual platform costs are for the average cost of a fleet of 3 wind platforms and use
learning curve improvements for all platform components.
3) Development costs include permitting, front-end engineering, and infrastructure
improvements (ports and staging).
4) Installation costs assume a single mobilization of a class 2 vessel and no vessel idle time;
therefore, platform delivery must be optimized to avoid significant idle time and associated cost.
5) Finance costs include insurance, decommissioning fund, loan origination fee, and capitalized
interest based notionally on a loan with a 10-year term, 50% debt-to-value, 4.5% interest, and 5%
fees. The impact of other loan assumptions can be examined via the LCoE evaluation.
6) Transmission system finance costs include all components, including substations.
7) Costs exclude contingency, corporate overhead and profit.
